PAYE and Payroll Taxes in Rwanda: The Employer’s Guide (2026)

If you employ staff in Rwanda, operating PAYE in Rwanda correctly is one of your most important monthly obligations. Pay As You Earn is the system through which employers withhold income tax from employees’ salaries and remit it to the Rwanda Revenue Authority (RRA), together with mandatory social security contributions. This guide explains what employers must deduct, how contributions work, and the deadlines that keep you compliant.

Payroll sits alongside VAT and corporate income tax in our tax compliance services, and it is one of the first things to set up correctly once you have registered your company and started hiring.

What Is PAYE in Rwanda?

PAYE is not a separate tax — it is the mechanism for collecting personal income tax from employment income at source. As an employer, you are responsible for calculating the tax due on each employee’s taxable pay, deducting it before you pay their net salary, and remitting it to the RRA. The tax is charged on a progressive scale, so higher earnings are taxed at higher marginal rates.

PAYE Rates and Bands

Rwanda applies progressive monthly tax bands: a lower band of income is exempt, and income above that is taxed at increasing rates up to the top marginal rate. Because these bands and rates are periodically revised by law, you should always confirm the current thresholds with the Rwanda Revenue Authority (RRA) or your advisor before running payroll, rather than relying on outdated figures. What does not change is the principle: deduct the correct progressive tax from gross taxable pay each month.

RSSB: Social Security and Related Contributions

Beyond income tax, employers must register with and contribute to the Rwanda Social Security Board (RSSB). These include pension contributions (shared between employer and employee), occupational hazards cover, maternity leave benefits, and medical (CBHI/RAMA-type) contributions depending on the scheme. Each has its own rate and rules, and they are remitted alongside PAYE. Treating RSSB as part of your monthly payroll run avoids gaps that surface later as arrears.

The Employer’s Monthly Payroll Cycle

  • Calculate each employee’s gross taxable pay, including allowances and benefits in kind that are taxable.
  • Apply the progressive PAYE bands to determine income tax to withhold.
  • Calculate employer and employee RSSB contributions.
  • Pay employees their net salary and issue payslips.
  • File and remit PAYE and contributions to the RRA and RSSB by the deadline.

Filing and Payment Deadlines

PAYE and related contributions are declared and paid monthly, generally by the 15th of the following month, through the RRA online portal. Late declaration or payment attracts penalties and interest. Keeping accurate payroll records — contracts, payslips, and contribution schedules — is essential both for compliance and for any future audit.

Common Payroll Mistakes

  • Using outdated tax bands after a legal revision.
  • Forgetting to tax benefits in kind such as housing or vehicles where they are taxable.
  • Registering employees late with RSSB, creating contribution arrears.
  • Missing the monthly deadline and incurring avoidable penalties.

Frequently Asked Questions

The tax is the employee’s, but the employer is legally responsible for withholding it from salary and remitting it to the RRA on time.

Are allowances and benefits taxable?

Many allowances and benefits in kind are taxable and must be included in gross pay. Confirm the treatment of each benefit with your advisor.

When is PAYE due?

PAYE and contributions are generally due monthly, by the 15th of the following month, filed through the RRA portal.
